Neighbourhood Planning Vanguards

For those who have received a letter from Greg Clark about the Neighbourhood Planning Vanguards scheme (and CIL front runners) you may be interested in this exchange I have had with Nigel Kersey in CLG today - 30/12/10. Dear Nigel, I am making a preliminary enquiry about the invitation set out in Greg Clark’s letter dated 23rd December to Local Authorities about becoming involved in the Neighbourhood Planning Vanguards scheme. As I understand it, in the emerging regime, Neighbourhood Plans are intended to set out a framework for promoting development which over and above (rather than less than) that set out in the extant Development Plan. Am I correct and does this criterion apply to the vanguard scheme? Thanks Jerry (Unsworth) Head of Planning & Sustainability Wycombe District Council Jerry, Yes. The intention is that a neighbourhood plan cannot promote less housing and economic development than envisaged in the development plan because a neighbourhood plan must be in "general conformity" with the strategic elements of the development plan.
