Duty to Co-operate

The POS has suggested some changes to Clause 90 of the Bill - the Duty to Co-operate - to give it more teeth to ensure that effective strategic planning arrangements are put in place (see POS Key Lines of Enquiry for details). We are concerned that, as it is currently drafted it only deals with plan-making and not implementation e.g. major applications and infrastructure provision/investment. We are also keen to emphasise that all local authorities should be recognised as Local Planning Authorities as the definition currently excludes county councils. Does anyone have any other suggestions on how to make this clause more effect? Catriona Riddell (POS Strategic Planning Convenor)
