Hazardous Substances Consent

We dont have many HSC proposals so are not well versed in the workings of the Act and Regs. Does anyone have experience of dealing with HSC where a developer wants to reduce the range of substances stored. It seems a new HSC does not override the original, much like a planning permission, and in the Good Practice Guide it says that developers should discuss with their HSA if they want to achieve this! A revocation is an option but this seems to be geared up for where a HSA wants to revoke and the developer may not. Is there provision for the developer to apply for a revocation? HSE dont seem to be able to advise on this one either. Thanks
