CIL Examiners

We are now pleased to offer the services of Examiners for CIL charging schedules.  CLG guidance makes it clear that the Examiner does not need to be a Planning Inspector, provided they are independent and suitably qualified and experienced.  We offer a fully supported service, from the initial enquiry to supply of the final report.  For more details please click here

Advisory Support

Drawing on the experience of working with authorities, we offer support in setting the right approach to planning for infrastructure and the CIL, including -

• establishing the right relationship with service providers
• identifying infrastructure requirements
• putting in place an infrastructure delivery plan
• incorporating relevant infrastructure proposals within DPDs
• assessing the viability of potential levels of CIL
• developing the CIL schedule
• setting up the machinery for collecting CIL revenue
• establishing effective arrangements for managing CIL distribution

The support is provided by the people who developed the guidance for the Society and lead the supported learning groups. They offer a good understanding of the practical issues involved and development economics expertise to advise on viability assessment and setting the CIL schedule.

Supported Learning Groups

We currently operate three CIL and infrastructure planning learning groups: two national groups which meet in London, and a northern group which meets in Leeds. The groups provide the means for participants from over 50 authorities to explore the practical implications of:

• developing infrastructure plans
• tying infrastructure planning into DPD preparation
• developing the CIL charging schedule
• setting up effective machinery to collect and manage CIL funds

Group members exchange ideas and experience and hear from experts in the field and from authorities which have acted as front runners in developing their approach to the CIL.

The learning from the groups has been a key resource in the development of the Society's advice notes on the CIL and infrastructure planning.

Development Economics Training
