POS Enterprises has worked with a pilot group of local authorities to bring out the practical issues involved in moving to true development management, and identify and overcome potential barriers to change.  This work was drawn upon extensively by the DCLG and PAS in developing guidance following the Killian-Pretty review, and in the draft development management PPS.

POS Enterprises updated the LGA's probity in planning guidance to reflect the current thinking about elected member involvement in pre-application discussions, and advise on the need for well-considered protocols. 

Advisory support

Development management in a localism environment requires more than just changes in practice: it needs a change in culture on the part of both officers and elected members.  We offer tailored support to work alongside your team in identifying the key areas to be tackled, and developing a practical action plan. 

This service is provided by the associates who developed the earliest advice on the scope and practice of development management. 

Organisational review

Budget pressures on authorities make it essential that resources are used effectively, and the way planning applications are processed is a good starting place.  We offer a strategic review of your service to identify how it might be streamlined, and at the same time move to a true development management approach.  The review will pinpoint aspects of current procedures which could be simplified to enable faster and more economical processing.  Further assistance can also be provided  to implement procedural and professional practice changes, and facilitate changes in the roles of personnel.

We can also offer particular expertise in reviewing the operation of the Planning Committee, its practices and how behaviour can be perceived by third parties.  The findings can then be addressed through work with key members or the Committee as a body.

We are not associated with any particular application processing software, nor do we bring a standard suite of procedures.  Rather, our service will be individually tailored to the local situation and priorities.
