CIL Consultation

POS has submitted its response to DCLG's CIL Consultation.

Extract: POS agrees that a meaningful proportion of receipts should only be passed on to a democratic and incorporated body with the responsibility and accountability for spending money on behalf of the community. Where such a body does not exist the responsibility for spending the meaningful proportion should rest with the charging authority to spend in consultation with the local community.
