Conservation Principles consultation

POS considers that communal value has lost its importance within assessing the significance of a heritage asset. Communal Value is different to Historic Value and we believe that it's importance could be emphasised through it having a specific section as with the other values. The terminology provided a very useful link to the localism agenda. When identifying undesignated heritage assets of local interest, communal value was often a key consideration in the decision making process and helped to justify the need for an asset's protection.

It is good to have clarity that the principles relate to decision-making regarding designated and non-designated heritage assets in line with the NPPF.
