Evans warns against entire affordable allocations becoming Starter Homes

Planning magazine reports that there is some resistance by local authorities to forthcoming regulations to give an automatic right replace existing affordable allocations with Starter Homes and that such a rule could be applied to the entire affordable allocation.

But David Evans, the Immediate Past President of the Planning Officers Society, who sits on the DCLG technical working group on Starter Homes, warned against any such direction, as the "need for different types of housing varies enormously across the country". Evans said that the forthcoming Starter Homes regulations are likely provide more clarity on the extent to which authorities will be able to influence changes to the affordable housing element of existing section 106 agreements.
