If Planning is a Blockage to Economic Growth Why Aren't More Planning Permissions Being Implemented? Says POS

'Problems' with the planning system were described as a 'blockage' slowing economic growth during a cabinet meeting on 28th February, a spokesman for Number 10 has confirmed.  

The President of POS, Mike Holmes, said "there is allegation that planning cost the economy £3bn p.a., but a Freedom of Information request of DCLG by the RTPI did not identify any evidence to this effect." Holmes also commented that "on the two occasions that such allegations have been investigated by Parliament they were unfounded.  Again if planning is the issue why aren't more of the outstanding planning permissions being implemented?"
