Planning and licensing operate on different levels

Local authority licensing issues should be handled via the planning system, a House of Lords Select Committee report has recommended. The committee's main recommendation is that there should be a trial merger of licensing committees with planning committees.

John Silvester, the POS Communications Manager, said "Planning (particularly the development management aspect) and licensing functions vary significantly. It is important to understand the differences and why they operate like that." He added that the Select Committee should have explored these matters further, "if they did they might well have come to a different conclusion."

POS is set to redraft its Mainifesto paper setting out an alternative approach that could be the substance of a response to the Select Committee's report.
