Planning not the biggest factor in holding back housebuilding

In the previous goverment George Osborne  took a key role in driving planning policy changes. Planning magazine reports that it is not yet clear as to how Philip Hammond's appointment as chancellor will alter the formulation of planning policy.

Mike Kiely, Board Chair of the Planning Officers Society, said: "It did feel as though the realisation was beginning to dawn on the government that, despite all the rhetoric and warm noises from housebuilders, the market was still operating in the same way it always had. It became clear that planning wasn't the biggest factor."

He added that, while former housing and planning minister Brandon Lewis had responded by beginning to talk about measures to boost small and medium housebuilding firms, few major initiatives were kicked off before Cameron resigned.
