Updated Guidance on CIL has been issued by DCLG with the active participation of councils and developers to provide certainty on key issues. It has been updated to reflect reforms to the planning system and will help councils looking to introduce the levy, as well as providing clarity to those paying the levy about how it works. POS, whilst welcoming the guidance, has some genuine concerns.
Graham Jones, Convenor for the Society's CIL & Infrastructure Planning Topic Forum, said "we are concerned that the new guidance will involve additional work in developing charging schedules and less flexibility in authorities' ability to deliver infrastructure for what seems to be very limited advantage."
Jones went on to remark "this will particularly affect those authorities well down the road in developing their schedules who will have to review their compliance with the new regs and potentially revisit their work to date, with resultant delay and extra cost ."
