POS Resposne to Planning Gain Supplement and PPS3

The proposed Planning Gain Supplement tries to address two objectives and potentially fails with both. A tax to capture betterment from the grant of planning permission for the community has a long history and strong supporting arguments. Resourcing infrastructure to deliver sustainable development and communities is a real and pressing need.

POS thanks all those who have contributed to the response to these consultations. Whilst there were differing views this submission represents a significant majority who considered that on balance PGS would be beset with practical problems of operation and sever the linkages between the delivery of infrastructure and benefits and the development creating those requirements. There was, however, much unanimity on the response to PPS3.
