Planning In Estonia

Every so often the Planning Officers’ Society attempts to broaden the horizons of its membership. Free from the day to day nose-grinding members are invited to raise their eyes from vertical to (at least) horizontal and think about planning. To help this process trips are arranged to see what is going on in the planning world elsewhere to see if others are similarly hamstrung by regulations, performance indicators and consultation to extent that they to are failing to plan. This year the POS decided to visit one of the new kids of the EU block, Estonia.
