The Planning Officers’ Society has identified a growing interest from local authority planning services to establish quality management systems and to achieve ISO 9001:2000 certification.

The ISO 9001:2000 standard complements best value concepts to meet the need for customer satisfaction and continuous service improvement.  It satisfies the quality management requirements of planning services, contributes to a best value service, and ensures a more competitive edge in the market place.  It also ensures a firm foundation on which to prepare for Charter Mark accreditation and Beacon status.

ISO 9001:2000 quality management systems have been successfully established in a wide range of Local Authority services including most building control departments.  This Toolbox is specifically designed to meet the needs of local authority planning services.  It aims to enhance customer satisfaction through the effective application of the system, including processes for continual improvement and the assurance of conformity to customer and applicable regulatory requirements.

The Toolbox is published by Profile Consulting in conjunction with the Planning Officers’ Society.  It has been designed as the outcome of a project in which Profile Consulting assisted the planning departments of seven local authorities to establish ISO 9001:2000 quality management systems.  Its purpose is to use the knowledge and experience gained in the project to guide you in implementing a quality management system for your planning services and to achieve ISO 9001:2000 certification.

The Toolbox contains all the tools to help you design and establish a quality management system and achieve ISO 9001:2000 certification.  It contains: -

• Guidelines on all the steps of implementation;
• A PowerPoint implementation training programme;
• Guidance notes on the interpretation of ISO 9001:2000 for local authority planning services;
• A model quality policy manual for local authority planning services;
• A model quality procedures manual for local authority planning services;
• Model quality assurance standard forms;
• A PowerPoint internal auditor training programme;
• A model internal audit checklist.

All the model documentation is presented in hard copy and on computer disk to enable you to modify the models to your own needs and circumstances.
