POS Position Statement on CIL

This statement has been produced to set out an agreed position for local government planners with respect to the proposal for a Community Infrastructure Levy (CIL). It is hoped that it will inform the work of those preparing the final Act and the Regulations that flow from it. It remains the Society’s position that its preference was for a purely tariff-based system, but it nonetheless welcomes the opportunity to participate in the debate. The paragraph numbers quoted relate to the draft Bill in the form in which it completed its Committee stage at the beginning of February. The Society recognises that the legislation and its associated Regulations are still evolving, and it reserves the right to add to, or amend, its comments in the light of their further development.
