BARKER’S INTERIM REPORT NEEDS TO LOOK AT THE BIG PICTURE SAYS POS

The Planning Officers Society (POS) has made it clear in its initial response to the Barker Review’s Interim Report that it welcomes the acknowledgement of the key role that planning plays in delivering sustainable development and shares the desire to ensure the planning system is fit for purpose. However, the final report will also need to consider the role of Government in setting out the planning policy framework, the Planning Inspectorate’s role, and that of the public in terms of developing greater social responsibility, if it is to ensure the system itself is adequately supported.

Hilary Herbert, President of POS, said “Kate Barker’s report has a great deal of resonance with the original response made by the Society in that radical changes to the new planning system should be avoided if it is to deliver the stability that the business sector requires but that some minor changes are needed to take the worst elements of complexity out of the system.”

The Society is considering the Interim Report in detail so as to make further representations. John Silvester, Spokesperson for POS, commented “There are some misconceptions and over generalisations in the Report which, prima facie, are disturbing as they may represent a misconstrued understanding of the problems and issues. We shall be seeking answers to our concerns.”
