POS Enterprises is well regarded as a training provider, with extensive experience of direct delivery and on behalf of the Planning Advisory Service.  We offer a range of training for officers, focusing on key areas of current change in professional practice.  We also specialise in training for elected members, where our consultants' local government background and focus on practical solutions enables them to quickly develop a rapport and mutual understanding with their audience.

Our greatest strength is training where POS Enterprises has developed specialist expertise from the involvement of our consultants in leading edge projects - eg development management, probity in planning, and LDF preparation.  Thus our trainers are all hands-on experts in their field, and offer the best and most up-to-date knowledge of their subject.

We provide training in two formats -

  • In-house training is delivered at the authority's own offices (or a chosen venue). This is the usual format for elected member training and is the most cost effective way of training a larger group. We offer in-house training for officers, which can be for individual authorities, or for groups of authorities where our trainers come to the local area. Past courses have shown that in-house training is particularly suitable for joint member and/or officer sessions where these have led to very helpful discussions and a shared understanding of approaches and processes.
  • Public training courses are delivered in Central London, and are open to all. These allow an authority to send one or more staff for a day's training. To ensure that all participants are fully involved in the course, the maximum group size is normally 20.

We are fully committed to the Planning Officers Society aim of providing services to local authorities as economically as possible. So our fees for public training courses and in-house training courses are particularly competitive.

All public training courses take place at Friends House, Euston Road, London; which is directly opposite Euston station.  We use this venue because it is readily accessible from mainline terminals and provides good facilities.

Training Topics

We currently offer training in the following areas:

Development economics for planners   The need to demonstrate the deliverability of planning policies, coupled with the requirement that the level of the CIL should have regard to the impact on viability, make it essential that planners have a good working knowledge of development finance.  This training covers project appraisal, economic viability and the CIL. This course is provided as public training in Central London.

Development management: different and better   The shift from development control to development management is much more than just a name change. It requires a very different approach to development, which calls for significant changes in culture, management, practice and processes.  This is offered as a public training course, but can also be provided in-house.

A Councillor's guide to development management   Changing from the control to the management of development requires new thinking and practice on the part of members. The current encouragement from DCLG and PAS to involve members in pre-application discussions raises particular issues.  This course explores the implications for members through role-playing, highlighting specific probity matters, and how potential risks can be overcome. Councillor engagement in pre-applications discussions   This course is suitable where the authority wishes to support members to manage their probity responsibilities.  It explores the new LGA guidance on probity in planning, the current encouragement for elected members to be engaged in pre-application discussions, and the need for a local protocol to avoid the risk of predetermination. This course is provided in-house on a half day basis.

LDFs: the key to success   Focusing early on the key issues and the key decisions will maximise the prospects of a sound and effective plan. It will also assist in the economical use of time and resources.  This course explores successful approaches to achieving this focus and how to take advantage of the advantages they offer to plan-making. This course is normally offered as in-house training to a group of authorities. We have worked with county groups, authorities involved in a joint core strategy, and groups of neighbouring authorities.

LDFs for elected members   This course uses jargon-free language to explain the underlying principles of the spatial planning system, the importance of robust evidence, the process of plan preparation, approaches to community engagement, and key implications for elected members. It is offered as in-house training, on a full day or half day basis.
