Infrastructure Planning and the CIL

The Society was quick to see the need for practical support to authorities in addressing infrastructure planning and the prospect of the community infrastructure levy, and commissioned POS Enterprises to develop initial practical advice. 

Advisory Support

Drawing on the experience of working with authorities, we offer support in setting the right approach to planning for infrastructure and the CIL, including -

  • establishing the right relationship with service providers
  • identifying infrastructure requirements
  • putting in place an infrastructure delivery plan
  • incorporating relevant infrastructure proposals within DPD
  • assessing the viability of potential levels of CIL
  • developing the CIL schedule
  • establishing the machinery for managing CIL distribution

The support will be provided by the people who developed the guidance for the Society and lead the supported learning groups.  They offer both a good understanding of the practical issues involved and development economics expertise to advise on viability assessment and setting the CIL schedule.

Development Economics Training

This training explores how developers assess development projects and set the value of the land, how viability is addressed, and the practical issues involved in developing a CIL schedule.  It can be delivered in-house or by attendance at one of our training events.  For further details, please click here.

Supported Learning Groups

The supported learning groups provide the means for participants from over 50 authorities to explore the practical implications of developing infrastructure plans, tying infrastructure planning into DPD preparation, and laying the foundations for the CIL charging schedule; as well as exchanging ideas and experience and hearing from experts in the field.  Places are available, and we should be pleased to receive enquiries.
