Design & Delivery

What is the Design and Delivery Committee responsible for?

 

The Design and Delivery Committee (DDC) leads on planning matters associated with design in the built environment including:

  •   urban design and building design quality
  •  the historic environment – conservation areas, listed buildings and archaeology        
  • greenspace, parks and gardens
  • regeneration/implementation
  • public art and culture · tourism.

The DDC has four priorities :

  • to engage with governmental departments, bodies and agencies   including   CLG, DCMS, DEFRA, English Heritage, English Partnerships, Natural England and CABE, responding to consultation on matters relating to Design and Delivery, and preparing responses on behalf of the Society, principally through the LGA and other local government organisations as appropriate
  • To contribute to the development of policy, best practice and delivery in    conjunction with other professional and local authority bodies including, RTPI, RIBA, RICS, ALGAO, IHBC, UDAL, EHTF ,
  • To act as an expert group of local authority professionals, to exchange information and provide advice to public sector Planners to enable them to improve the delivery of services relating to Design and Delivery in the built environment
  • To develop as a Committee, increasing core membership with skills across a range of topics, and to plan events and activities to sustain interest in the work of the Committee

Outline Business Plan for 2008-09

The Committee’s 3 major tasks for 2008/09 are:

  • To follow-up responses to the Heritage White Paper by contributing to the emerging Heritage Bill and new legislation relating to the historic environment        
  • To contribute to the Review of PPG 15 and16 and the preparation of the joint PPS on Heritage        
  • To disseminate professional advice from outcomes of the joint POS/CABE/LGA/CLG Design and Access Statements Learning Project

Other Activities of the Committee

  • Commenting on outcomes of the joint DCMS, CLG and English Heritage research study (Supporta TerraQuest) on information to support informed conservation       
  • Responding to emerging proposals as a result of recommendations in the Callcutt Review of Housebuilding Delivery – specifically on Design and Regulation        
  • Assisting IHBC with the ongoing review of “Local Authority Conservation Provision”       
  • Working with the Heritage Link to develop planning and conservation advice for local heritage groups and amenity societies     
  • Responding to English Heritage on the review of guidance in “Conservation Area Appraisals and “Management of Conservation Areas”        
  • Participating on the English Heritage HELM Advisory Panel        
  • Developing linkages with RTPI Urban Design and Regeneration Networks to assist in responding to consultations        
  • Responding to emerging government initiatives in sustainable design and construction for major residential settlements      
  • Contributing the POS comments on the emerging Planning Bill – specifically relating to design and conservation

Membership

The DDC has an email circulation Group of some 35 members, drawn   from District, Borough and Metropolitan authorities, and includes Liaison Members from English Heritage; CABE and ALGAO. On average 8 members attend meetings.

Where we meet

Meetings are held quarterly, normally on a Friday. Two of the quarterly meetings are normally held in London , generally at the RTPI HQ; the offices of English Heritage; or the LGA, Smith Square .

 

The Committee’s remit particularly lends itself to site visits, generally afternoon events - following routine business - normally comprise a walkabout, taking in the best of urban design and conservation projects.
