Spatial Planning & Policy

Terms of Reference

1. To offer advice, disseminate information and monitor key developments in planning policy.

2. To consider, develop and formulate policy positions for the Planning Officers Society on a range of planning policy issues, including housing and transportation.

3. To support the work of the LGA on planning policy and spatial planning issues.

4. To prepare Planning Officer Society responses to government consultations on national planning policy.

5. To advise on, and seek to influence, European, national, regional and local practice and policy guidnace through liaison with CLG, the Planning Inspectorate, the LGA and other organisations.

6. To explore, discuss and disseminate information on currrent issues affecting spatial plans at the international, European, national, regional and local levels.

7. To commission studies and research on good practice in planning policy and spatial planning and to disseminate these to planning bodies.

8. To encourage the application of e-government to the spatial planning process.

9. To be the primary source of advice for the Planning Officers Society on spatial planning matters.

10. To be a point of contact for the media on planning policy and spatial planning issues.

Business Plan for 2007/8

 1. To develop POS policy positions on key issues.

2. To provide responses for the POS on national planniing policy consultations.

3. To support the work of the LGA on planning policy and spatial planning issues in response to the Barker Review, Planning White Paper, etc.

4. To identify and explore the main issues for planning bodies of the Planning White Paper's proposals for the  planning system as they may affect spatial plans.

5. To explore and advise on the relationships between community planning and the spatial planning process.

6. To advise on the implications of good practice in relation to Sustainability Appraisal, Strategic Environmental Assessment and the Habitats Directive.

7. To mainatin a dialogue with CLG on policy and guidance in relation to spatial planning.

8. To explore the context of spatial planning and related matters in the European dimension, particularly in relation to the new accession states.

9. To mainatin a dialogue with the Planning Inspectorate on the implications of the new development plan system.

10. To promote and encourage the use of the "Policies for Spatial Plans" POS document. (See   http://www.planningofficers.org.uk/article.cp/articleid/66 )

11. To provide guidance and support to the POSE initiated Learning and Dissemination Project on LDFs.

12. To consider the relationship between Regional Spatial Strategies and LDFs.

13. To commission, with others as necessary, any new research or studies on aspects of spatial planning which may be of concern to planning bodies.

14. To support the preparation of guidance on Strategic Housing Land Availability.

15. To consider the form and content of Annual Monitoring Reports.

16. To represent POS on policy and spatial planning issues at relevant seminars, conferences and events.

17. To represent POS on relevant steering groups working on planning policy and spatial planning issues.
