The Town and Country Planning (General Development Procedure) (England) (Amendment) Regulations 2003 introduced the requirement for a local planning authority to provide a summary of reasons for a grant of planning permission and a summary of the policies and proposals in the development plan which are relevant to the decision. The requirement came into effect on 5 December 2003.

The Development Control Topic Group has produced a best practice guidance note to assist members in fulfilling this requirement in a simple and transparent way and it applies equally to applications for planning permission, listed building and conservation area consents.
